Mr Arthur Yuen is in charge of the full range of banking policy, supervision, conduct, and enforcement issues. He joined the HKMA in 1996 as Head of Administration and has since taken up different responsibilities including research and liaison on China economic and market development issues before being appointed Head of Banking Supervision in 2000. He took up the position as Executive Director (Banking Development) in July 2004, Executive Director (Banking Supervision) in June 2005 and Executive Director (External) in July 2008. He was appointed to his present position on 1 January 2010.

Mr Yuen has been playing an active role as member of the FSB Standing Committee on Supervisory and Regulatory Cooperation. He has also been a member of the Basel Committee on Banking Supervision since March 2010, and was appointed as Chairman of the Committee’s Policy and Standards Group (“PSG”) since January 2021. He also chaired the Committee’s Supervision and Implementation Group (“SIG”) from September 2018 to December 2020.

Prof Christine Loh is the Chief Development Strategist of Institute for the Environment at the Hong Kong University of Science and Technology. She was the Undersecretary for the Environment in the HKSAR Government (2012-17) and a Member of the Hong Kong Legislative Council (1992-97 and 1998-2000). Prof Loh has been active in public policy and politics since the 1980s. She founded and was the CEO of the non-profit think tank, Civic Exchange (2000-12), and helped to establish several non-profit organizations in Hong Kong related to the environment, equal opportunity, arts and culture, as well as human rights.

Prof Loh is currently a board member of CDP Worldwide, Global Maritime Forum, New Forests Pty Ltd, and Towngas Smart Energy Company Limited. She is Scholar in Residence at Asia Society Hong Kong, and Visiting Scholar at the Center for Global Management, Anderson School of Management, University of California at Los Angeles, where she taught a course on nonmarket risks for five years. She is a published author of many academic and popular works. Prof Loh is a lawyer by training, and a commodities trader by profession. She received her legal training in England and received honorary degrees of Doctor of Law from the University of Hull and Doctor of Science from the University of Exeter.

Mr Albert Lau graduated with a bachelor’s degree in Materials Science and Engineering, and a minor in Environmental Engineering from Carnegie Mellon University in 2002. After graduation, he returned to Hong Kong, and worked extensively in the field of energy and environment, ranging from silicon material synthesis, solid-state hydrogen, photovoltaic as well as water systems. He is the co-inventor of several families of patents filed and granted in major countries.

Before co-founding EPRO Advance Technology, Mr Lau has co-founded 2 manufacturing companies over a period of 16 years, and served as Director and COO in both companies, managing ~600 people across Hong Kong, China, Australia and the USA.

Mr Lau also holds an LLB degree from the University of London.

Professor Jia Li is an Associate Professor of Carbon Neutrality and Climate Change Thrust and an Associate Professor of Innovation, Policy and Entrepreneurship Thrust at the Society Hub of Hong Kong University of Science and Technology (Guangzhou). She held an Associate Professor position (2018-2020) at China- UK Low Carbon College, Shanghai Jiao Tong University, China. After nearly 20 years of research on carbon capture and storage at Imperial College London, the University of Exeter and the University of Edinburgh in the UK, Prof Li returned to China in Sep 2018.

Prof Li is also the Senior Advisor on Clean Energy for the Shanghai Environment and Energy Exchange (Chinese National Carbon Market) and a Visiting Professor at the University of Sheffield. As the Technical Director at the UK-China (Guangdong) CCUS Centre, which she jointly established in collaboration with experts from the UKCCSR, SCCS and Guangdong Electricity Design Institute (GEDI) in 2015, she was the Team Leader for the ADB CCS Center of Excellency (Guangdong) and a key member of the ADB Shanghai CCS Center. Prof Li has led or involved in six National level CCUS Roadmaps of China, Indonesia, Vietnam, Thailand, Philippines and Bangladesh. Recently, she has been awarded China’s first Direct Air Capture funding from Shanghai STCSM.

Mr Patrick Ho, Swire Properties’ Deputy Head, Sustainable Development, is responsible for formulating and executing a corporate sustainability strategy for the Company’s global operations across Hong Kong, Chinese Mainland and U.S.A. portfolios. Through engaging stakeholders, setting targets and developing action plans, he leads a team to manage the full spectrum of the Company’s environmental, social and economic impact and to integrate ESG considerations into every facet of Swire Properties’ business.

In his role, Mr Ho works with senior leaders to establish the 1.5°C Science-Based Targets (SBT) to align with the pathway of limiting global warming to 1.5°C, and to devise the roadmap to reach net-zero emissions by 2050 via technological innovations and management best practices. He also worked on developing the Green Finance Framework for Swire Properties’ first US$500 million green bond and HK$500 million sustainability-linked loan, responding to emerging areas of sustainability such as Climate-related Financial Disclosures aligned with TCFD, nature-related risk management aligned with TNFD, whole lifecycle & embodied carbon emissions analysis for new development projects, and a strategic assessment of the climate-related physical and transition risks and opportunities under various future climate scenarios. In addition, Mr Ho leads the team for the planning and execution of Swire Properties’ SD tenant engagement strategy and bespoke tenant programmes, such as the Green Performance Pledge and Green Kitchen Initiative, as well as supplier ESG assessment and engagement programmes.

Mr Ho also led Swire Properties to maintain its top listings on several global and regional sustainability indices and ratings, including the Dow Jones Sustainability World Index (ranked 4th globally, 1st in Asia in 2022), Global Real Estate Sustainability Benchmark (GRESB, Global Sector Leader in Mixed Use Developments for 6th consecutive year), MSCI ESG Ratings (highest “AAA” for 6th consecutive year) and Hang Seng Corporate Sustainability Index (No. 1 in Hong Kong for 6th consecutive year, highest “AAA” rating).

Mr Ho is a Chartered Environmentalist, a Chartered Member of the Chartered Institution of Water and Environmental Management (CIWEM), and a Certified Carbon Auditor Professional. He is a Member of the Corporate Advisory Board of World Green Building Council, Taskforce on Nature-related Financial Disclosures (TNFD), Science Based Targets initiative (SBTi) Expert Advisory Group for Building Sector, and a Steering Committee Member of Climate Change Business Forum of the Business Environment Council.

Mr. Thomas Lui is an engineer and a versatile business professional dedicated to the power industry. He has wide-ranging experience covering power plant construction and maintenance, business development, training and development, commercial strategy, and strategic development. Mr. Lui is currently the Associate Director of Decarbonisation Architecture of CLP Power, responsible for devising CLP Power’s long-term decarbonisation plan in Hong Kong, and scoping the pathway towards zero-carbon electricity supply to the customers before 2050.

Dr Agnes K.Y. Tai, PhD, CCB.D, SCR®, ESG Investing, FRM, CAIA, MBA, FHKIoD,is a Senior Advisor of iPartners Holdings Limited and a Director of her family office, Great Glory Investment Corporation. She has held senior roles in the financial community across four jurisdictions in the past 43 years, including being Co-Founding Director of Peregrine Asset Management (HK) in 1991, and is a former SFC-licensed Responsible Officer in RA 4 and RA 9. Her board/senior executives training in sustainability, governance, strategy, and risk oversight currently spans five continents.

Dr Tai holds a Climate Designation certificate from Competent Boards, a Sustainability and Climate Risk certificate and a Financial Risk Manager certificate from Global Association of Risk Professionals, an ESG Investing certificate from CFA UK, and a CAIA certificate from Chartered Alternative Investment Association, and a Palladium Kaplan-Norton Balanced Scorecard Certificate.

Dr Tai is a Governing Board member of Climate Governance Initiative working closely with World Economic Forum, Steering Committee member of Climate Governance Initiative Hong Kong Chapter, an Expert Review Panel member for the MTR Corporation sustainability reports, an Advisory Board member of Asia Climate Forum, an ESG judge for the Benchmark Funds of the Year Awards, a Council member, Publishing Board of Magazine member and a Deputy Chair of the training committee of the Hong Kong Institute of Directors (HKIoD), faculty of Competent Boards, CSIA and FITC, board member of Hope of the City, advisory council/committee member of GARP (HK), FarmacyHK and Shao Ming Lo Foundation.

Dr Tai has a PhD from the Hong Kong University of Science and Technology with a dissertation titled “Do carbon risks matter for Hong Kong equity prices?”, an MBA from the University of Chicago - Booth School of Business, a BSc (Honors) from Roosevelt University in USA and is a graduate of the Stanford University Senior Executive Leadership Program and the 2011 Stanford Directors’ College. She has authored a book on investing in H-shares, a Harvard Business case, and a positive psychology book ‘Tall Miracles’.

Ms Binnie Wong has more than 18 years of experience covering the APAC TMT industry, most recently at HSBC as their Head of APAC TMT Research and BAML as one of the Street’s highly ranked analysts, ranked No.1 in well-recognized II Institutional Investor surveys (2016-17) and Asia Money (2018-2021). In her career, she has led many landmark China Internet IPOs like Alibaba, Meituan, JD, Baidu, Tencent Music, Baozun, Lufax, Bilibili and iQiyi.

With Ms. Wong’s extensive industry knowledge and vast network, she is well positioned to leverage UBS one-bank capabilities to become the designated bank for New Economy to identify business opportunities, provide connectivity to UBS’s clients and prospects, and deliver world-class thought leadership in the New Economy sector. She supports many New economy founders with opportunities for business development by introducing key strategic partners in the relevant universe and supporting them in expanding their shareholder base.

Dr Crystal Fok is currently the Head of STP Platform at Hong Kong Science and Technology Parks Corporation (HKSTP). She is mainly responsible for various Innovation and Technology related initiatives in Science Park to drive technology adoption in industries and cross-industry data collaboration, especially in Real Estate, Logistics, Banking & Finance and Professional Service sectors.

Prior to joining HKSTP, Dr Fok was a Manager at ASTRI, managing a diverse project portfolio, such as market analysis, feasibility studies, product development and technology commercialization. She was also a Consultant at the Hong Kong Productivity Council, managing the optical design team and providing consultancy services on precision manufacturing.

Dr Fok received her PhD degree in Mechanical and Automation Engineering from the CUHK and her research interests include A.I., robot arm manipulation, micro-robotics, MEMs, and micro-optics.

Mr Plato Yip is a seasoned investment professional with more than 20 years of investment, strategic consulting and corporate management experience in private equity fund investment, mergers and acquisitions and business development.

Mr Yip is the Secretary General and CEO of the Treelion Foundation. Together with partners around the world, the Foundation is building a digital platform powered by blockchain technology to facilitate capital flows globally for green assets. He also serves as the Vice Chairman of Elion International Investment under the Elion Resources Group which is a leading company in China focusing on ecological restoration, clean and renewable energy, equity investment, and asset management.

Mr Yip has been appointed as members of various investment and funding committees of the HKSAR government related to environment and conservation, quality education, planning vision and strategy, built heritage conservation, and sustainable fisheries development.

Ms. Gemini Yang has over 17 years of expertise in quantitative analysis and modelling development, underpinned by a profound grasp of business dynamics and IT systems. Specializing in Financial Risk Management and ESG Risk Management, she exhibits a dedicated emphasis on Basel implementation, compliance, and the nuanced realms of Climate and Nature.

In addressing contemporary challenges, Ms. Yang excels in Climate Risk/ ESG embedded risk management, Stress Testing, Credit Risk measurement, Banking (Exposure Limits) Rules (BELR), Fundamental Review of the Trading Book (FRTB), Assets and Liability Management (ALM), Internal Capital Adequacy Assessment Process (ICAAP), Risk Management and Measurement, Capital Management, Recovery and Resolution Plans, etc. A noteworthy aspect of her work involves bridging the gap between Climate Risk and traditional Risk Management by quantifying the financial impacts of Climate Risk and assessing its influence on major risk metrics.

Dr Karl Mallon is the Co-founder and Director of Science and Engineering at XDI (Cross Dependency Initiative). With a background in both Physics and Mechanical Engineering, Dr Mallon has worked in climate change mitigation, policy and technical analysis since 1991, and has specialised in climate adaptation since 2005. His team’s pioneering work in developing technology to quantify the cost of extreme weather to the built environment led to the development of the Climate Risk Engines in 2012. Today, the Climate Risk Engines are one of the most flexible, powerful and trusted sources of physical climate risk data in the world, delivering analysis to governments, corporations and the finance sector globally.

Dr Mallon is editor and co-author of ‘Renewable Energy Policy and Politics: A Handbook for Decision Making’ published by Earthscan (London) and a contributing author for ‘Practical Adaptation Studies’, published by Wiley. He is also a founding board member of The Climate Bonds Initiative (London).
